Position Description
ARServices is seeking an experienced Technical Project Manager to provide Advisory and Assistance Services (A&AS) in support of research and development programs. This role is ideal for a program management professional with DoD RDT&E, acquisition, and PPBE experience who can support planning, execution, and documentation for programs focused on closing capability gaps and advancing CWMD-related technologies.

The Technical Project Manager will develop program plans and acquisition strategies, monitor cost, schedule, and performance, prepare execution reports and briefings, and provide programmatic advice to support long-range planning and successful program outcomes.

A qualified candidate will perform the following duties and responsibilities, but are not limited to:

  • Provide program management Advisory and Assistance Services (A&AS), including general program management and Planning, Programming, Budgeting, and Execution (PPBE) support for research and development programs in accordance with DoD Directive 5000.01.
  • Develop program plans, acquisition strategies, and procurement documents.
  • Support the design of the program to meet capability gaps.
  • Develop and monitor program plans for assigned projects.
  • Prepare and maintain program management execution reports.
  • Author correspondence, program briefings, and related products.
  • Support overall management of R&D projects related to cost, schedule, and performance.
  • Provide general programmatic advice regarding research and development plans and execution.
  • Support long-range planning.
  • Develop and maintain monthly and annual task status reports, dashboards, and escalation protocols.
  • Support strategic planning and policy development.
  • All other duties as assigned.

Required Qualifications

  • Bachelor’s degree in management, business, or engineering.
  • 5+ years of experience in DoD program planning and program management across the Defense Acquisition Life Cycle.
  • At least 5–7 years of experience in DoD Research, Development, Testing and Evaluation (RDT&E) management.
  • Experience with DoD acquisition methods.
  • Experience with DoD PPBE processes.
  • Counter Weapons of Mass Destruction (CWMD) mission or technical knowledge.
  • Analytical research experience, including assessing threats and conducting market research.
  • Outstanding Microsoft Office skills.

Security Clearance Requirements
Active/current Secret clearance is required. Current TS/SCI is highly preferred.

Location & Travel
This is a full-time position based in the Fort Belvoir, VA area.

Preferred Qualifications

  • Master’s degree in management, business, science, or engineering.
  • Previous certification as a DoD acquisition professional, membership in the DoD Acquisition Corps, or Project Management Professional (PMP) certification.
  • DoD weapons development, test, and evaluation experience.
  • Experience in Counter-Weapons of Mass Destruction (C-WMD) R&D.
  • Previous experience at the Defense Threat Reduction Agency (DTRA).

Compensation at ARServices is determined based on a variety of job-related factors, including education, relevant experience, certifications, knowledge, skills, competencies, internal equity, external market considerations, geographic location, security clearance level, contract labor category and funding requirements, organizational needs, and applicable federal, state, and local laws. The projected compensation range for this position is based on full-time status. Actual starting compensation will be determined based on the selected candidate's qualifications and the factors identified above.

Posted Salary Range USD $94,825 - $181,590 / Yr.
