Introduction: ARServices is seeking an experienced Team Lead to provide Advisory and Assistance Services (A&AS) support to the Defense Threat Reduction Agency (DTRA) Research and Development Directorate. The successful candidate will lead a multidisciplinary team supporting DoD acquisition activities, budget execution, and RDT&E program management for classified CWMD programs. Responsibilities include overseeing program execution, acquisition and financial management activities, managing team performance and deliverables, coordinating Planning, Programming, Budgeting, and Execution (PPBE) support, and providing strategic guidance to advance technology development and warfighter capabilities.
Position Description: The ideal candidate will lead and manage a team of project managers, budget analysts, and acquisition professionals providing Advisory and Assistance Services (A&AS) support to the Defense Threat Reduction Agency (DTRA). Provide program management and Planning, Programming, Budgeting, and Execution (PPBE) support for Research and Development (R&D) programs in accordance with DoD Directive 5000.01 guidance, ensuring successful execution of mission objectives, contract requirements, and program deliverables.
Location & Travel: This is a full-time position based at DTRA Headquarters in Fort Belvoir, VA, with minimal travel expected.

A qualified candidate will perform the following duties and responsibilities, but are not limited to:
Manage and lead a team of professional project managers, budget analysts and acquisition experts in support of the Defense Threat Reduction Agency
Provide program management Advisory and Assistance Services (A&AS), including general program management and Planning, Programming, Budgeting and Execution (PPBE) support for Research and Development (R&D) programs in accordance with DOD Directive 5000.01 guidance
Provide project management assistance and support for CWMD R&D Programs
Help prepare and coordinate acquisition and Planning, Programming, Budgeting, and Execution (PPBE) documents to include development of budget exhibits and Program Objectives Memorandum (POM) materials, for a research and development acquisition program
Develop program plans, acquisition strategies, and procurement documents
Provide cost estimating, life-cycle costing, and cost-benefit analyses in support of acquisition programs and other analyses including support to POM and PPBE activities
Translate technical plans into required financial documentation to support planning, programming, budgeting and execution
Advise program managers on risk assessment and risk management, business and contracting strategies, and technology transfers
Assist with development and maintenance of program review materials
Support overall management of R&D projects related to cost, schedule, and performance
Assist with developing and tracking budgets and spend plans across multiple fiscal years
Create briefings and products for technical and senior leader audiences
Manage responses to internal and external taskings and inquiries
Support long-range planning
Support Agency financial audit documentation and execution
Security Clearance Requirement: Current DoD Top Secret (TS) Security Clearance with SCI access.
Required Qualifications:
Current DOD Top Secret level clearance with access to SCI
Bachelor’s degree in management, business, or scientific/technical field
At least ten years of documented experience in DOD technical R&D program planning and program management including 5+ years in a Department of Defense Acquisition focused position, managing and reporting on multiple projects
Experience in DoD Counter-WMD Research and Development, Testing and Evaluation (RDT&E) portfolio and project management
Extensive experience with Federal Acquisition Regulation, Defense Federal Acquisition Regulation Supplement, DoD Directive 5000 series and other DoD acquisition and contracting policies
Documented experience with DoD acquisition pathways
Documented DoD PPBE experience
Counter Weapons of Mass Destruction (CWMD) mission or technical experience
Analytical Research experience (assessing threats and market research)
DoD Intelligence, force application or target planning experience
Desired Qualifications:
Master’s degree in a business, management or scientific/technical field
Documented formal supervisory experience in government or commercial sector
Extensive experience in Counter WMD R&D
Experience working at DTRA
Program Management Professional (PMP) certification
Previous Defense Acquisition Workforce Improvement Act (DAWIA) certification at level 2 or 3
Defense Acquisition University Program Management coursework
Experience managing R&D at a DoD or Department of Energy Lab
