ARServices is seeking a Senior Program Analyst to work in the Stafford, VA area. 

The Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND) manages our Nation’s investments in chemical, biological, radiological, and nuclear (CBRN) defense equipment and medical countermeasures. The Senior Program Analyst will support JPEO-CBRND with expert project management support, to include supporting daily operations of individual offices and programs within the Joint Project Managers (JPM). 

A qualified candidate’s duties and responsibilities include, but are not limited to: 

  • Acting on behalf of the government as a programmatic subject matter expert (SME) for cost, schedule, and performance for the planning, managing, and execution of procurement and requisitions of enterprise-wide capabilities. 

  • Operating GCSS-MC, CATALYST, DPAS, TFSMS for reporting and other deliverables upon Government request.  

  • Advising, planning, and executing through the phases of the PPBE, plan development and execution, and POM planning for procurement and sustainment of current and future capabilities. 

  • Advising on risk, issues, and opportunities to support acquisitions and procurement. 

  • Advising for planning, managing, and execution of all programmatic-based functions and activities aligned with integrated product teams (IPT) for development and sustainment managed within the portfolio. 

  • Executing support for Acquisition programmatic-based functions and activities, preparing and reviewing acquisition programmatic documentation, preparing and advising formal and informal tasks and request for information, coordinating with stakeholders both internal and external, supporting operations within Joint CBRN organizations, supporting fiscal planning and execution, and supporting and executing schedule-based tasks and functions. 

  • Leading projects or tasks which involve tracking risk and providing constant status or process oversight. 

  • Managing, synchronizing, and tracking multiple, complex, and cross-functional actions independently. 

  • Writing, reviewing, and staffing high-level staff action papers, studies, policies, and acquisition documents. 

Security Clearance Requirement: 

Active/current Secret clearance is required. 

Required Qualifications: 

  • A minimum of two (2) years of experience in project management, DoD acquisition, or another related subject of comparable complexity and responsibility. 

  • A minimum of two (2) years of comprehensive knowledge of the Microsoft Office suite of software, with specific experience in effective use of Outlook, Word, PowerPoint, Excel, and Project. 

  • A minimum of one (1) year of SharePoint related experience. 

  • Fluent in DoD and Marine Corps risk management and risk management systems such as Project Recon. 

  • Knowledge and expertise with the acquisition policies, processes, procedures, and practices as outlined in the DoDI 5000.02, relating it to product development, production, and sustainment, as well as the ability to influence and shape acquisition streamlining. 

  • Ability to communicate effectively, both orally and in writing, among a variety of audiences.
