Human Resources Subject Matter Expert

Introduction:
ARServices is seeking an experienced Human Resources Subject Matter Expert (SME) to support the Naval Research Laboratory (NRL) Human Resources Office (HRO). This role is ideal for those who possess a holistic foundation in Human Resources policy and management and are excited to work with a team of professionals contributing to scientific and engineering advances that support the U.S. Navy and national security.  

The Human Resources SME provides expert level administrative, operational, and logistical support to the NRL’s Human Resources Office (HRO), ensuring efficient and effective coordination of personnel management programs. This position demands strong attention to detail, excellent communication skills, and a commitment to delivering exceptional service.

Location: This is a part-time position located in the Washington, DC area.

A qualified candidate will perform the following duties and responsibilities, not limited to:
  • Prepares and provides written analyses and conclusions and proposes plans and strategies to improve Demonstration Project management, administrative and personnel operations.
  • Develops and recommends programs and processes to achieve strategic goals and objectives using Demonstration initiatives. Stays abreast of proposed legislation to determine effect on the Demonstration Project, researches and develops alternative proposals to modify or change the impact legislation, if approved, may have on demonstration project policies and procedures. Gathers data to assess project success/failure.
  • Provides training guidelines, assistance, and requirements for the various Demonstration Project initiatives. Develops training materials.
  • Canvases, collects, and analyzes data in regard to management directed projects to develop and implement new policies.
  • Prepares directives which could address any of the functional areas, e.g., Staffing, Classification, Compensation, Employee Development, Employee and Labor Relations, etc. Reviews directives prepared for conformance to established regulations.
  • Assists in conducting comprehensive personnel management program evaluations to ensure quality of service, timeliness, effectiveness, and for adherence to laws and regulations. Identifies program deficiencies and makes recommendations to correct or improve the situation.
  • Develops customized metrics specific to the Personnel Demonstration Project (Demo) to periodically assess the success of each flexibility/feature of the Demo, as well as the overall impact of the Demo. This includes measuring timeframes by appointment authority, acceptance rates, source of hires, savings of streamlined processes, etc. The quality of the workforce is measured, too, by factors such as percentage of the workforce with advanced degrees; the number of publications, citations, awards, and patents; outside awards/recognition; conference attendance; professional memberships; etc. Customized metrics specific to the Demo are necessary to accurately assess organizational performance to make meaningful recommendations for new flexibilities, including recommendations that include all STRLS. Drafts Federal Register Notices to implement these new flexibilities, including identifying all laws and regulations that would need to be waived to implement.
  • Research regulations and programs at other activities, government agencies, and private industry to develop programs that will better utilize the changing labor market, overcome salary disparities, and increase representation of minorities.
  • Reviews proposed OPM, DoD, or Navy classification standards or guides and prepares comments and recommendations as to the validity of such drafts and potential impact to NRL. Conducts occupational analysis and studies.
  • Reviews proposed FRNs to provide comments/recommendations. Reviews final FRNs to provide a detailed summary and proposed recommendations for implementation. Drafts proposed SOPs for implementation.
  • Assists in workforce strategic planning and analysis; workforce development; workforce effectiveness; organizational effectiveness; organizational innovations; workforce information and communication; and workforce requirements.
  • Conducts complex reviews/studies of workforce and/or resource management. This includes defining problems, identifying possible approaches, gathering technical / managerial data, and developing reports, recommendations, presentations, or other documentation in connection with the review. Reviews/studies may be long-term investigations of a continuing problem area or may represent "crisis management" situations in which a high-level and authoritative response to an immediate managerial problem is required.
  • May aid any HR functional area, e.g., recruitment and placement, classification, performance management, employee/labor relations, employee development, and/or HR information systems/analytics as needed.
Security Clearance Requirement: Not required

Required Qualifications:
  • Must have a minimum of 10 years’ experience in the Human Resources field supporting the Federal Government and U.S. Navy, with at least two of these years as a Project Manager in the HR field.
  • Experience in the management of human resource functions in one or more of the following functional areas: staffing and classification, employee development, employee relations, and systems support.
  • Experience in using the Economic Research Institute (ERI) website, a requirements document system and a contribution compensation-based system used to support a Personnel Management Demonstration Project.
Preferred Qualifications:
  • Familiarity with Federal Personnel Demonstration Projects.
  • Experience with HR systems such as eOPF, MyBiz+, and MyPay.
  • Prior experience maintaining compliance with Personal Identifiable Information (PII) requirements.
  • Strong organizational and communication skills for collaborating with internal and external stakeholders.
